ICC Cricket World Cup Bill goes to St. Kitts National Assembly
The Bill, a one off measure stands in the name of Minister of State in the Ministry of Tourism, Culture and Sports, Sen. the Hon. Richard “Ricky” Skerritt, makes provisions with respect to certain anticipation effects.
Although the legislation is to govern Cricket World Cup 2007, several of the provisions of the Bill are expressed to apply only during the match period, which period is to be declared by the Minister. The intention is that this period will run from a certain number of days prior to the match or event and end some days after the conclusion of the match or event.
The Bill is divided into Seven Parts and contains 59 clauses.
Part I sets out the preliminary matters of the sort title and interpretation.
Part II, Cricket World Cup 2007 special arrangements for matters such as the declaration of venues and match periods, the closure of roads, the sale and distribution of tickets, the issuance of visas and exemption from taxes and duties.
Part III deals with the conduct of persons at the Cricket World Cup 2007 venues, while part four, the control of advertising. In particular, provisions have been made to address matters such as “ambush marketing.”
Part V deals with the protection of the Cricket World Cup 2007 marks, indicia and images.
Part VI outlines the remedies available for any legal injuries which may occur and Part art VII deals with general and miscellaneous matter.
The Bill is a “sunset legislation” which is expressed to cease to have effect for all purpose on 30 June 2007.
