Human rights in focus
Washington -- Dec. 20, 2009 -- The Secretary General of the Organization of American States (OAS),
José Miguel Insulza, and the Chargé d’Affairs (a.i.) and Permanent
Observer of the European Union (EU) to the OAS, Angelos Pangratis,
have signed a Memorandum of Understanding particularly focused on
Latin America and the Caribbean, in a ceremony that took place at the
office of the Secretary General at the headquarters of the organization
in Washington, D.C.
Secretary General Insulza thanked the EU
for signing the agreement and said that “we are confident that this
Treaty will be a strong instrument in the attainment of our shared
goals to promote development, peace and security in the world.
Likewise,
Secretary General Insulza emphasized the key role that Permanent
Observers play as part of the Organization “In reminds us daily of the
importance of the work that we do,” he added.
On the other hand,
Ambassador Pangratis said that “this is an important day”. “This
Memorandum of Understanding is a message of the willingness to organize
our interaction better, to structure our work in a more permanent way,”
he said. “We are confident that we will build on an excellent
relationship and find a common ground to take this cooperation to the
next step,” he added.
The signing of the agreement seeks to
achieve mutual benefits of development, dialogue and cooperation with
Latin America and the Caribbean region in matters such as promoting
Human Rights, integral development, and the strengthening of democracy.
Since 1998, the European Union, in its role as Permanent
Observer to the OAS, has collaborated with the organization in the
promotion of peace in Haiti, the equality of races, sustainable
development, and contributing to the work of the Inter-American Drug
Abuse and Control Commission (CICAD), among others. All the European
Union countries, with exception of Malta, are Permanent Observers to
the Organization of American States.
Also attending the signing
ceremony were the Assistant Secretary General, Albert R. Ramdin, the
Chair of the Permanent Council and Permanent Representative of
Colombia, Luis Alfonso Hoyos, and the alternate observers from France
and Spain.
