March 28, 2009 -- Ms. Michelle Gyles-McDonnough, the recently appointed United Nations Resident Coordinator and United Nations Development Programme (UNDP) Resident Representative for Barbados and the OECS, paid an official visit to Anguilla from 26-27 March to present her credentials letter to the Hon. Chief Minister, Osbourne J. Flemming, confirming her appointment as Resident Representative in Barbados, with additional responsibility for programme matters in Anguilla.

Ms. Gyles-McDonnough is an international trade lawyer who, prior to this posting, served as an Advisor in the Executive Office of the United Nations Development Programme (UNDP) in New York.  She has over 14 years experience working in the Caribbean, including as Coordinator of the UNDP Liaison Office in Grenada, which was established following Hurricane Ivan to support national reconstruction.  She took office from July 1, 2008.

During her visit, Ms. Gyles-McDonnough met with His Excellency, Governor (Ag.) Stanley Reid, the Hon. Chief Minister, and officials of the Ministry of Finance, the Ministry of Social Development, the Statistics Department, and the Department of Disaster Management to discuss new programmes from which Anguilla will benefit, as well as other priority development cooperation needs of the Government to ensure achievement of the Millennium Development Goals (MDGs) and other nationally and internationally agreed goals.

Specifically, Anguilla will benefit from three new UNDP programmes:

The Overseas Territories Regional Risk reduction Initiative, a 4.932 million euro project funded by the European Commission and supporting all overseas territories of European Union member countries.  The project will strengthen the complete disaster management cycle, including planning and preparing for, responding to, recovering from, and mitigation against hazards of all kinds.

·        Enhancing Resilience to Reduce Vulnerability in the Caribbean, a 3.5 million euro project supporting Barbados and the OECS countries, funded by Italian Cooperation.  This project seeks to reduce vulnerabilty and increase resilience of Caribbean countries to climate change, natural hazards and poverty at the regional, national and community levels.

·        Youth Innovation – A Caribbean Network for Youth Development.  This 2.3 million euro programme, funded by Italian Cooperation, targets young people aged 15-29.  It seeks to strengthen youth participation in national and regional governance, community participation, and youth leadership capacities.  It also will focus on enhancing entrepreneurial skills and business development.

UNDP also will continue ongoing support to monitoring poverty and inequality, and progress towards achievement of the MDGs.  UNDP is also ready to assist with analysis of the results of the Country Poverty Assessment which is currently being undertaken, and with the development of a national social policy framework drawing on the available data.
