Montserrat Airways Ltd. pursues its efforts for a new Montserrat airline
March 20, 2008

Montserrat Airways Islander aircraft

"We believe Montserrat deserves to be self sufficient and control its lifeline link." These are the words of Nigel Harris of Montserrat Airways Ltd (MA). following his most recent efforts to involve the people and Government of Montserrat (GoM) to establish an air-link for Montserrat. The company believes: "Ours is a refreshing new approach to air access, that will solve the historical poor service we have received..."

In a proposal addressed to the new Minister of Communications and Works Minister, Charles Kirnon, Harris wrote: "Montserrat Airways is dedicated to delivering an Airline that Montserrat can be truly proud of."

The locally registered airline company with address of Old Towne, Montserrat, and which is seeking participation from local investors along side the Government of Montserrat, is not all together new as the incorporators operated an airline company prior to volcanic eruption in 1995.

In the letter to Minister Kirnon, attached was an original proposal dated 6th August, 2007 along with subsequent Business plan which was submitted to The Montserrat Development Corporation in November, 2007.
According to the airline company the two proposals call for an investment by the GoM of EC$1.1 million approximately US$407,500.
The Managing Director, Nigel Harris submitted a 28 point summary of the proposal which included:
1. Self sufficiency for Montserrat    [same as could apply to sustainable energy, locally grown food etc]
2. A home grown tailor made solution by the people, for the people.
3. Montserrat alone will control what it wants - Air ambulance; freight, day trippers, frequency and fares.
4. MA working actively alongside MTB to promote tourism.
5. Our 'looks new' Islander can be working within weeks.  A Twin Otter can follow shortly thereafter.
6. There is, and will continue to be, private sector investment.

The company makes it clear that it is not seeking a subsidy and that point is summarised as follow, no doubt remembering the Chief Minister's comments on the issue. "We do not ask for any subsidy - only equity participation.  Similar to the 'pump priming' finance from DFID for the ferry. The majority of the required funding is secure in that it is asset financing."

In November last year when the company began its efforts with a new airline Chief Minister Dr. Lewis addressed the issue of assistance and susidy: "As far as to how government can assist the new venture, Lewis reminded: "If we say to WINAIR we cannot give you a subsidy, how can we turn around to any other airline that we will offer a susbsidy?"

In the meantime they make it clear also that MA believes that a ferry will compliment its role.  "We support a ferry," it adds suggesting that they also believe that DFID would support government intervention.

A spokesman for the company said that at this point, they are anxiously awaiting a response from GoM, while noting that there has been a decline in numbers for the last three years of arrivals, "With a home-grown Montserrat e.g. the month of July. In 2007 there was 9.8% decline which stood at 13.2% in 2008.
"We can work to turn those numbers around," MA said adding, that the whole subject of access needs a public debate and that GoM should "openly declare its policy on access, and facilitate open debate amongst all interested parties."

Last year the venture received good encouragement in words from the tourist board: "The Montserrat Tourist Board supports and endorses any activity that will enhance the access capabilities of Montserrat whether by ferry or airline," the Director of Tourism Ernestine Cassell said.

In its proposal it is also said, "We will both attend any key meeting to move our proposal to fruition."

Mr. Harris previously owned and managed Montserrat Airways out of W H Bramble Airport between 1990- 96 using two Islander aircraft. At the time of his announcement of plans for this new venture he said that if GoM and the people of Montserrat came through with the much needed funds to start the new service, "it can be up and running early next year..."

Is this airline different to what the Montserratian guy Rogers had or has? I'm lost!

Bring back the ferry I say.

Wake up Montserrat, it is rear to have an opportunity knock twice. What will it take for you to consider one of your own? Montserrat has potential as a tourist destination. Look at Lanzarote, a truly volcanic island with little vegetation and it draws thousands of tourists there each year. People are waiting for you to get your transportation act together. Give him a chance, his child may marry yours. one day.

Just want reassurance that it will be sorted soon so that I can book the Antigua/Montserrat leg of my trip for Christmas.

this company should issue shares to the public to get their venture off the ground.

I have a problem Posted: 2008-04-07 7:32:00 PM
Ok so the government couldn't help rogers with his airline but can get dfid interested in helping this white man...and look he doesn't even want to put in his own money...i guess the four eye gyal at the jamaican high commission willl give him the money instead...the same money the cm asked she to give rogers...wat a mess

We are just tourists! Posted: 2008-04-08 4:39:00 PM
Our annual leave is booked for 2 weeks in July (in only 3 months time). I've booked the flights from London to Antigua. As a family of four we are looking forward to visiting Montserrat for a few days and to see my wife’s relatives again after some years; all we need to do is book the connection to Montserrat. But, horror of horrors, the Winair on-line booking form just goes to the end of June 2008, and their 'helpful' customer support staff tell us that they will no longer be flying to Montserrat after July. We are now in a quandary! How do we get to Montserrat? I assume this situation stems from some not-so-subtle commercial brinkmanship, but this is not helpful to either our plans or Montserrat’s strategy of encouraging the return of tourist like ourselves. Please would someone just let us know when I can book the flights (or a ferry!), or should we plan to be disappointed?

Re We are tourists Posted: 2008-04-09 09:05:00 AM
Don't even try to book Winair via the internet even if you could. We tried for our trip in January, after we 'booked' Winair contacted us wanting more very sensitive financial info which they declined to assure us they could keep secure. We rebooked via Runaway Travel. Winair refunded our original booking money £30 short. Crooks. The sooner we sort out a way to get people on to the island for a fair price and with ease, the sooneer we stand a chance of getting the economy moving. Simon

It is disheartening to see another airline company wants to come in when we had our very own...Mr.Rogers..Every effort should be made to give Mr. Rogers the help he needs...He is our own..flesh of our flesh and so on....OR give us back the ferry...

To Just a Tourist Posted: 2008-04-13 1:10:00 PM
THis is a ploy. Winair says every year they will not fly after June30, they will or someone else will. Be patient you will get to Montserrat, they just don't make it easy for tourist. Surprised anyone can get there.

We are just tourists Posted: 2008-04-14 5:07:00 PM
Thanks for all your responses, but as I sit here in London with only 2.5 months to go before our holiday we still can't book flights from Antigua to Montserrat in July (unless someone out there knows something I don't?) For all your amusement I can get to the following places in July: Manus, in the heart of the Amazon rainforest, flying with Brazilian airline – TAN, The Falklands, flying with Lan Chile Airways, and Timbucktu, flying with Air Mali; ……but we like challenging itineraries, so we’ll stick with Montserrat. I see ‘Rebuilding the Private Sector as the Engine for Growth’ was the recent budget theme, and that government ministers have recently been in negotiation with air service providers which ‘might allow us to get cheaper flights into Montserrat’. I hope the deal being negotiated is worth the wait as it’s clear that in the meantime no tourists, let alone private sector tourist companies, can make any plans to bring our pounds, euros and dollars to Montserrat. I guess we’ll just try and be patient and keep reading the posts on the Montserrat Recorder.

To Just Tourists Posted: 2008-04-15 06:11:00 AM
Do you really believe the airline propaganda that there will be no flights to Montserrat come July. This is a ploy. I know you are eager to book as the seats are limited, but persistence pays off. Wait and you will see.

Perspective for would-be visitors Posted: 2008-04-15 2:50:00 PM
People planning to visit Montserrat need to remember just how small this tiny country is. Its present population (the factor that tends to control things like transport connections) is just below 5000 and thus the same as only a smallish town elsewhere. For instance, the 2001 UK census showed Barnard Castle in County Durham (probably known only to rugby football fanatics) to contain about 5300 residents. For another example, the island of Arran (near Glasgow, Scotland) has about 4500 residents. Obviously neither of these places is a big city, like Manaus and Timbuktu. To get to either Barnard Castle or Arran, you first go to the nearest city and then organise the final link on your arrival. This is also the way to approach visiting Montserrat. Go to Antigua airport and sort out the final hop there. Apart from such temporary problems as storms and overturned fire trucks, a regular air or sea link between Antigua and Montserrat is a political necessity for both the Montserrat government and the UK. Relax and be sure that “something will come along”. That’s part of the extraordinary charm of the place! During the summer months that something should not be too crowded.

How to get there!?!?!? Posted: 2008-04-16 00:21:00 AM
I feel for you my British cross pond mate. I will be honeymooning in August in Montserrat and guess what!?!? No flights!! No Boat! Montserrat Airways, Ltd., is a splendid, public-private sector addition to Montserrat's communications service. The Government should bring back the ferry to complete a viable transportation system.

reality check Posted: 2008-05-21 01:14:00 AM
I am a bajan who has visited and likes the difference mrat affords, however what is disheartening is the unreliable service offerd once you land in a'ga .last year i nearly had a panic attack when my family and i were due to leave and we were informed that winair was experiencing some problem or other, well u cuold imagine my mind going well, well, well!!!I swore never again so it would be good to have a reliable and safe carrier it would benefit all concerned.i have my bajan possee standing by waiting to visit your paradise really.whenever i visit i sleep well and am rested.you all should agitate for a better service one way or the other and it makes little esense if the new eproposal will earn the same results ie FRUSTRATION for an eager visitor like myself.
